Penn State Health has retained Helbling to conduct an executive search to secure a Project Director - Facilities Planning and Construction. 

Position Summary / Essential Job Functions

Penn State Health is seeking a Project Director – Facilities Planning and Construction to assume a lead role in master planning, real estate services, building and infrastructure design, project design reviews, design and construction standards development, and construction project management. Responsibilities of this position include: manage space planning, space analysis, and financial analysis of assigned projects; develop project scopes; plan, coordinate, implement, monitor and manage major construction and renovation projects for quality control, adherence to institutional and industry standards, budget requirements and compliance with applicable regulatory agencies. Major projects are generally considered those that have a total project budget exceeding $10M. Position demonstrates advanced skills in budget management, business development, communications, and leadership and execution of objectives critical to the organization’s success; demonstrates diplomacy in persuading and influencing a variety of people to achieve results; resolves complex, controversial or unprecedented issues and problems, and demonstrates sound judgement by considering values, risks, impact, and implications of actions throughout the organization.


  • Provide comprehensive project management services for HMC and College of Medicine building major construction, renovations, utility renovations and expansions, roadway and parking projects, site work, and major maintenance.  
  • Participate in the campus master planning process.  
  • Develop, prepare and analyze capital plans project budgets, including impact on operating budget.
  • Interact with senior management to develop and/or collaborate on operational and project implementation strategies.  
  • Prepare information and assist in making presentations to applicable Boards and sub-committees for project approvals.
  • Maintain awareness of impact of project on individuals and groups within the organization and work with others to identify and facilitate acceptance of organizational projects.  
  • Develop project scope, design, and budget requirements with professionals and customers.
  • Coordinate activities of internal and external engineering and architectural resources, as well as other professionals, to facilitate project development throughout both design and construction phases.
  • Coordinate, direct, and monitor all activities for both general contractors and sub-contractors.
  • Monitor and evaluate performance against project objectives and specifications.
  • Develop construction cost estimates and schedules.
  • Monitor cost and schedule continuously to identify deviations and determine necessary corrective action.  
  • Schedule and supervise all campus utility shutdowns and outages related to assigned projects.
  • Schedule and coordinate routine project meetings.
  • Prepare and distribute project status reports for administrative review. 
  • Coordinate site inspections to maintain project compliance. 
  • Coordinate the development of punch lists and determine satisfactory project completeness.
  • Coordinate project commissioning activities to include, but not limited to HVAC, plumbing, equipment, telephone, data systems, furniture, signs, entry access systems, and various other occupancy requirements.   
  • Review and determine accuracy and completeness of schedules, change orders, payment applications, etc. 
  • Monitor and maintain compliance with all regulatory agencies governing the project of facility, such as PADEP, EPA, DOH, L&I, OSHA, PADOT, and Joint Commission. 
  • Interface and communicate directly with the customer throughout the process to maintain a high level of customer service and satisfaction.  
  • Identify resources necessary to implement projects.
  • Ensure project information is documented and communicated effectively and timely.

Minimum Qualifications

  • Bachelor’s Degree in Engineering, Architecture, or Construction Management.
  • Ten (10) years relevant work experience or an equivalent combination of education and experience required.

Knowledge, Skills, & Abilities

  • Ability to work independently or as a team leader.
  • Ability to manage a large volume of complex work simultaneously.
  • Intermediate computer skills required.
  • Ability to communicate effectively.
  • Ability to create and manage a project budget.

Preferred Qualifications

  • Experience in healthcare organization and/or construction.
  • Master’s Degree in Architecture, Engineering, or Construction Management, or MBA.
  • Professional registration as a Professional Engineer or Registered Architect. 
  • Professional credentials such as AHA Certified Healthcare Constructor (CHC), AHA Certified Healthcare Facilities Manager (CHFM), PMI Project Management Professional (PMP), PMI Program Management Professional (PgMP).
